Oliver Howard was born in Leeds, Maine, the son of Rowland Bailey Howard and Eliza Otis Howard. Rowland, a farmer, died when Oliver was 9 years old. Oliver attended Monmouth Academy in Monmouth, North Yarmouth Academy in Yarmouth, Kents Hill School in Readfield, and graduated from Bowdoin College in 1850 at the age of 19. Ezekial Thatcher was clerk of the Parkville School District, Shasta County, Calif. He emigrated to California from Pennsylvania in 1850 and helped establish the first school district in the Parkville area.
